Want to buy pail/can locking ring equipment (Quantity: one line)

Dear Franks,
Please help locate equipment to manufacture LOCK RINGS and FLAT COVERS.
We would like to make lock rings for 5 Gallon – 19 liter steel pails and flat covers (lid) for the pail.
We are planning to buy the equipment to make rings and order a few dies to make flat covers and covers “crown” (pictures enclosed). If the prices and quality of dies will be good we will be ordering them 2-3 times per year and may find more orders for dies. The steel has to be as good as of US standards.
We are also interested to buy the locking mechanism/device for the rings that we will make ourselves. We will put them together with rivets at our facility. So we also need the device that puts together the locking mechanism with the ring. BUT WE NOT INTEND TO MAKE THE LOCKING MECHANISM. WE WOULD LIKE TO BUY IT – IF U CAN PLEASE PROVIDE A PRICE ON 20-25, 000 PER MONTH.
This equipment is associated (you can find it) with companies that make pails/cans of 20 liters +/- 10liters.
