Carbon Film Pipe Trace Heater

I am looking for carbon film heaters for pipe trace heating to prevent freezing. Please quote the following: 1.The widths (25mm,75mm, 300mm) is the total width. I know it will be very difficult for to produce the width 25mm heating element so the electrode can be more narrow. 2. In order to comply with the 4700volt dialectical test (Hipot) for 5 seconds, thicker PET Film, thicker than 0.007" can be used. 4. The Electrode size: 1.2mm and Electrode Distance from edge is 3mm from the edge. 5. Please keep the use of the heaters confidential, the heaters will be used for frost protection. to design and quote for the products. I attached pictures.
